Yes, its Carrot Top.

Steroids? Possibly but also not necessarily.

Carrot Top got interested in working out when on tour (when he preformed at night) he was totally bored during the day. So he started hitting the gym and kept at it.

Nothing wrong with that at all.

Working out isn't a problem.

THAT PICTURE is.

Man he has is pants down to the shaft of his penis. He's clearly bikini-waxed. Also the veins on his arms look absolutely sick. What if not steroids let your veins grow to THAT size? And even if not, if he's just using "legal" stuff (suppositories that would get ANY olympic athlete suspended for two years mind you, because there's a difference between what's legal for the regular joe and athletes) he's not "buff" - he's over the limit. He's not looking healthy anymore.
