The builders of the Mosque at Ground Zero actually called it the Mosque at Ground Zero in their original announcements and plans to build it, and only changed this language once they were found out by concerned Americans (about 70% in recent polls) who are against building a Mosque on Ground Zero. An Islamic tradition for hundreds of years calls for building a Victory Mosque on the site of their CONQUESTS. This is why they originally called this Mosque at Ground Zero the "Cordoba Project" named after another Victory Mosque built in Cordoba Spain after the Muslims invaded and CONQUERED Spain!
