Its now evident that OSHA should investigate this issue and give a committee enough money to allow ample investigation.. Osha should investigate to find if this kind of accident occurs in foreign countries and WHAT if any measures are taken. The president can actively seek out who the contractor was and if he was properly licensed and MOST important, that the contractor was UNION. The Government should initiate a new school to train grounds person, in the proper method of approaching said Fountain. Applicants can be flown to different states to insure that any fountain built before the White House Fountain, should be demolished and rebuilt to current standards and building codes. People falling into the fountain should be checked by TSA agents to ensure that no fish or Fountain wishing penneys are not being stolen on the pretense of accidental falling. El Presidente should issue an immediate Executive Order ,,allowing for a Fountain Czar and complete staff of like klones. Accidents like this do not represent the astute coordination and procedures of this well oiled precision White House.
