Kenneth Feinberg and Piers Morgan Have Testy Exchange Over BP Victim Fund (VIDEO)

Kenneth Feinberg is the government-appointed administrator of the $20 billion BP Deepwater Horizon Disaster Victim Compensation Fund. On the one-year anniversary of the disaster, he spoke on 'Piers Morgan Tonight' (weekdays, 9PM ET on CNN) about the difficulty of distributing the money: Only $3.8 billion has so far reached Gulf Coast fisherman and business owners.

Morgan repeatedly pointed out that because many fishermen only conduct business in cash, tit was a struggle to make an evidence-backed claim on lost earnings.

"I don't need the type of documentary evidence that you would get from a big corporation," Feinberg explained. "But I have moral a responsibility to make sure this program isn't simply just come-one, come-all ... Pay me on the basis of a handshake -- I can't do that."

People thought she had fake breasts, so to prove that they're real, she once exposed them to the studio audience on her talk show, before having a doctor run a sonogram over them so they could be declared implant-free.

Simon Cowell was on 'Piers Morgan Tonight' (weekdays, 9PM ET on CNN), where he discussed an incident in which a man he had just met in a Los Angeles restaurant offered a large amount of money if Cowell would judge the man's bedroom performance.

"He offered me, I think it was, 150 grand to criticize him boinking his wife," Cowell explained. "Now the crazy part of the story is I said no."

"Why wouldn't you do that?" Morgan wondered

"I don't know," Simon responded, seeming genuinely perplexed. "If you're watching, I'll even do it for $50,000."

Actress and author Carrie Fisher became Elizabeth Taylor's step-daughter when Taylor married Fisher's father, singer Eddie Fisher. Although Taylor and Eddie Fisher divorced when Carrie Fisher was eight, she maintained a close relationship with Taylor, who died Wednesday at age 79.

Reflecting upon her step-mom, Fisher told 'Piers Morgan Tonight' (weekdays, 9PM ET on CNN) about a "double date" she went on with Taylor, Michael Jackson and Shirley MacLaine.

"No one noticed Shirley and I," Fisher quipped, after laying out one of the few scenarios in which she and MacLaine would be anonymous.

Like many of the luminaries Piers Morgan had on during the hour-long remembrance of Taylor, Fisher mentioned how kind and dedicated Taylor was to her friends, and spoke about the empathy the two-time Oscar Winner had for all those who were suffering.

On 'Real Time With Bill Maher' (Friday, 10PM ET on HBO) Maher argued that the Republicans aren't serious about governing because they focus on kooky fringe issues rather than what ails the nation.

Maher gave examples of these fringe issues, including an incident during the 2008 election in which two members of the New Black Panther Party were photographed outside a voting booth in Philadelphia armed with police-style batons. Maher admonished Republicans for continuing to obsess over this photograph, over two years later, and suggested their fixation has to do with a general fear of black people.

"But, it's time you understood something," Maher said, addressing a hypothetical member of the Republican Party. "Every black person scares you. Unless they look like Urkel, talk like Colin Powell and wear Bill Cosby sweaters, you fill your adult diaper."

Rudy Giuliani was on 'Piers Morgan Tonight' (weekdays, 9PM ET on CNN), where he discussed the ongoing disaster in Japan.

Giuliani told Morgan that he goes to Japan on business quite frequently, so he wasn't surprised by how "enormously disciplined" the Japanese people have been in the wake of the earthquake, the tsunami and now the nuclear crisis. But the former New York city mayor is still impressed.

"If God forbid this had to happen anywhere, this is a country that can handle it," Giuliani said of Japan. "They're getting pushed to the point of ... it's really remarkable that they are able to handle it as well as they do. When you see the long lines of people lining up for water. No riots, no disturbances, no looting in any of these cities. Boy, you got a heck of a population in Japan."

Over the weekend, Sarah Palin ripped Kathy Griffin as an "adult bully" for saying that it was her New Year's resolution to "destroy" Palin's 16-year-old daughter, Willow.

On 'The Last Word With Lawrence O'Donnell' (weekdays, 8PM ET on MSNBC), Griffin explained that she had targeted Willow because Willow had used the word 'f-g' in a Facebook wall posting, a posting that the media had gotten hold of.

"When you're 16, you know, you're really not supposed to use that word," Griffin said. And that's a word you do really tie in with bullying, especially in the LGBT community -- a community I really don't think she really cares about ... Because you can see if you look at the posting, that's not a joke."

Appearing on 'Your World With Neil Cavuto' (weekdays, 4PM ET on Fox News), Simpson struck back at those critics, claiming they don't care about their grandchildren's financial future. However, in sticking up for the younger generation, Simpson made hilarious scatological additions to the names of hip-hop stars Snoop Dogg and Eminem.

"If they care at all about their children or grandchildren -- and sometimes I doubt that -- I think, you know, grandchildren now don't write a thank you for the Christmas presents. Fox News has suspended contributors Newt Gingrich and Rick Santorum from commenting on the cable news station because they have both "signaled possible runs" for president.

Bret Baier made the announcement earlier Wednesday on 'Happening Now' (weekdays, 11AM ET on Fox News.")

"The suspension is effective for 60 days," Baier added. "Then on May 1 their contracts will be terminated unless they notify Fox that they are not running for president."

Harvey Weinstein: Charlie Sheen Is Playing a 'Losing Game' With CBS (VIDEO)

Uber-producer Harvey Weinstein was on 'Piers Morgan Tonight' (weekdays, 9PM ET on CNN), where he praised Charlie Sheen -- who Weinstein worked with on the 'Scary Movie' franchise -- as one of the best actors around "when motivated."

But Weinstein wasn't buying into Piers Morgan's theory that Sheen is currently playing a "smart game" with CBS, because, in Morgan's opinion, the network needs the "massive business" that 'Two and a Half Men' brings in.

"I know (CBS president) Les Moonves," Weinstein explained. "Charlie is playing a losing game."
